It seems minor infractions that LEO are usually too busy to bother with....somehow become more important when the offender is a college girl.

Actually, they are. I've lived here for more than 20 years, been stopped three times and have always received a warning.
No one has accused me of being "cute" in the last 25 yrs., so I've just been lucky (and really polite).
