Can anyone recommend a pistol???
I am looking for a pistol that has the following characteristics:
*9mm or .40 S&W
*Compact in size (comparable to S&W M&P Compact or SA XD Subcompact)
*DA/SA or DAO
*Manual Safety or Decocker
Basically I'm looking for something like a Ruger P95, but smaller.

Any of these pistols meet your criteria and will generally be cheaper than other guns with a better warranty.

I'm a big fan of the CZ 75b compact, which meets everything you specified and at a reasonable price. I think you will find many guns that meet those criteria. I'd recommend going to a range that rents guns and try some out.

Ok I hope you're taking notes, because with a question like that you're going to get quite a bit of feedback. You didn't specify a price range, so I'll just throw out everything I know of.
Like LedJedi said, there's the tauri.
The other ones that come to mind are the new Beretta PX4 subcompact (assuming you can find one), Walther P99c, and the CZ 2075 RAMI. And then of course there's the HK P2000 mentioned earlier.
FWIW, I have the full size of the P99 and the PX4, and love both of them. My next purchase will be the PX4 sub, now that they're out. I just have to wait my turn on the list

Back in March, I bought a S&W M&P9c. I'd done quite a bit of research, but did not confirm my understanding that it wasn't really DAO. It's a great little shooter and feels awesome in my grip, but I don't appreciate that it is a partially cocked striker fired pistol. Call me what you will, but I would prefer if it had a manual safety; were a true DAO like a revolver; or at least DA on the first pull and SA thereafter. I don't feel comfortable carrying it and won't until I've had a chance to practice with it and calm my fears.
I also have a Ruger P95 and like it a lot. The only problem is, I can't seem to conceal it. If they made the Ruger in a compact, my problem would be solved.
I tried the Taurus PT111, but the grip seems small in my palms.
I don't want to spend more than $500.

You can get the CZ I mentioned for under $500 on Gunbroker. The PX4 sub should be under $500 at shows, if they're available. The Walther will run you at least $650.

Glock model 19 (9mm) or 23 (.40).
- Inexpensive
- Used by many LEO departments across the country
- High capacity magazines mean you can stay in the fight longer
- Great availability of magazines, replacement parts, etc.
- Highly reliable under the worst conditions (do a search for Glock Torture Test and see what comes up)

Take a look at the Taurus 24/7 compact. It has all the safety bells and whistles that you can put into almost any condition you want to carry in.
The only reason I didn't get it for my primary carry was I shoot the M&P in IDPA and just didn't want to "learn" another gun. I am confy with the M&P and it fits my hand better then the Taurus.

Glock 26 in 9mm or Glock 27 in 40S&W
Should be able to find one of these at a local gunshow for under $450.
For a thinner gun, look at the Kahr P,PM,CW series.

Don't forget the OP's request for a decocker/safety. Glocks are great and all that (unless you're longtooth
), but they have neither of those features.

I want something where the hammer/striker has ZERO potential energy - read: "is at rest" - while holstered and until a positive action is done on it (i.e. cocking the hammer, pulling the trigger, etc). Unless my research has failed me, this limits me to DA/SA (with a decocker) or true DAO (like a snubby revolver with a shrouded hammer).
Are there any semi-autos that are true DAO as described above?

CZ makes a full size DAO but the compact is a SA/DA and can be had with either a safety or a decocker. The version with the safety can be decocked manually and carried with the safety off. The one with the safety is kind of nice in my opinion since you have the option of manually decocking it and carrying it ready to go with the first shot as a long DA pull, or can leave it cocked and locked 1911 style. You may find you like cocked and locked once you get used to the idea.
