Am I missing something or can this be done by residents of other states visiting Kalifornea? No request for ID.

I think somebody is missing something. Just because you have a copy of the law and can quote it won't keep you from getting arrested. The article states that case law establishes that ammunition near the gun is not considered having a loaded gun, but this is the law:

California Penal Code Section 12025(f) Both the pistol, revolver, or other firearm capable of being concealed upon the person and the unexpended ammunition capable of being discharged from that firearm are either in the immediate possession of the person or readily accessible to that person, or the pistol, revolver, or other firearm capable of being concealed upon the person is loaded as defined in subdivision (g) of Section 12031.
