I'll be the oddball. DPS recommends notifying the officer of your CHL status and that you're carrying "as soon as possible," so this would suggest that you should announce that you are CHL holder before (or while) you hand him the DL and CHL.

And I recommend that DPS get CHL's out to applicants within the parameters set-forth by TX law.

It reminds me of the time I got pulled over on my way to a prairie dog hunt. The DPS officer asked if I had any weapons in the car...

With all those AR's and rifles, not to mention the normal assortment of handguns I take on outings, he just chuckled.

I didn't think most DPS troopers had a sense of humor.

We all know that the government can break its own rules; it does so with monotonous regularity. We are not afforded the same luxury.

On the other hand, it's usually not a big deal how you display, as long as you display Some officers are fanatical about the order, but most are not.

Wouldn't handing the LEO your CHL with the DL meet the "as soon as possible" recommendation?

When I receive my plastic, it will be in my wallet, behind my DL and with my Proof of insurance so I can hand all three at the same time to the LEO.

What I do is I have my CHL on top of my DL and then my insurance card under both all stacked up nice and neat. I then hold them out with my left hand CHL facing the officer as he makes his initial approach. That way before he even gets to me he can see that I am presenting him with my CHL and I don't have to verbalize it. Also cops like being able to walk up and just be handed the stuff without passing the rear support column of your window. Basically my arm would be extended straight out with my info in it.
