The unconstitutional aspect is vague wording of the law, not that allowing concealed carry in establishments that serve alcohol is
per se unconstitutional.
My gut tells me that the judge found legal reasoning to support a prejudiced decision.
I don't know if the court in question is able to strike down a law statewide.
Interesting that the plaintiffs who wanted to strike down the law were mostly restaurant owners. I guess they want to avoid the kind of drunken gunfights that we see all the time at Chili's and Landry's in Texas.
Oh, wait.
Also interesting that Tennessee has nearly as many CHL holders as Texas.
