The BATFE setup a business called "Tony Tones All Thangs Fine" in April of 2009 and closed it October 2009. The "business" led to the arrest of 18 people on Federal charges and 10 people on state/local charges. Essentially they let it be known that they would buy anything including narcotics, firearms, and stolen property. They apparently allowed private deals to go down in the back room as well which were recorded on audio and video gear.
