Clarification on Photoholder and Photos

I am in the process of obtaining my CHL and want some clarification on my passport photos and the photoholder form. It says "5. Place your photographs in a separate, sealed envelope. Write your name on the envelope and include it with your submitted materials." Does it mean to include each photo in a separate envelope or both photos together in separate envelope? This may sound stupid but I'm just trying to eliminate any delays. Thanks,
