The above link is to a story which appeared in the 6/26/2011 Dallas Morning News, but was written by Lizette Alvarez
of the New York Times (aka "The Old Gray Lady"). The Puerto Rican murder rate is sky high and getting worse.
For comparison:
NYC has twice the population of P.R. Murders to date for 2011: 199.
P.R. has half the population of NYC. Murders to date for 2011: 525.
What really caught my eye in the above article is the statement that Puerto Ricans are "sending away for gun permits in
large numbers to protect themselves."

The above link details what one has to do to obtain a Puerto Rican CHL. PR is considered a "shall issue" jurisdiction, but their rules
for handgun possession are not as friendly as Texas.
A few items from their statutes:
Certain gunowners may possess a maximum of 2 firerarms.
A gunowner may only buy calibers of ammunition that fit his own guns. No buying some .40 for your friend if you only have 9MM and .45.
The PR statutes make a big deal of defining when LOADED or UNLOADED firearms must meet certain rules, but don't define the terms.
There are many other undefined aspects of the PR CHL statutes.
If PR wanted to become State # 51, the US would then have its own little Mexico-type war zone.
