Maybe we should start a seperate thread about which terms to use and which ones not to use.
I was simply trying to answer someones question and now we're discussing if the term assault rifle should have been used.

1) Make a SBR. Im this scenario, you start with a AR of some kind, file a FORM 1, get approval, and then buy a <16 barrel and install it.
2) Buy an existing SBR. In this scenario, you find an AR you want (with <16 barrel already installed), and file a FORM 4 to have it legally transferred to you. When the FORM 4 is returned approved, the seller can give you the gun.
Both methods require the "CLEO signoff". This is usually the Chief of Police in the town you live in, or the Sheriff for your county. Some CLEOs will sign, some will not. I have no idea who signs or does not sign in Rockwall.
Hopefully this gets things back on track and helps answer your questions.
The third possibility is get one of the M4gery rifles, actual barrel is <16 but a permant flashhider is attached to exceed the 16inch requirement.
The original rational behind the NFA 34 restrictions on short rifles/shotguns is that they were the PREFERED weapons of the bootleggers which was just as much bushwa back then as the AK47/AR15/50BMG/UZI being the PREFERED weapon of today's drug dealer/gangbanger.

Reasonable gun control is hitting your target with the first shot.
If the CLEO won't sign, there is always the option of setting up a corp. They do not need the CLEO signature to buy Class III weapons. I am not sure of the draw backs of this or what is required, I just know it is an option.
