Well, there are obviously issues of penetration with a rifle round as powerful as the 7.62x54R. It's totally inappropriate for an apartment environment, as you're likely to penetrate a couple of neighbor apartments if you hit a lateral interior wall. It seems from the wording of the article that this guy was alone and in a house, so those issues are probably not a factor here. Looking at the ballistics, thats a lot of stopping power in and of itself, well beyond what a handgun can do. With a proper hit, it's more probable that the BG isn't going to be shooting back at you after one shot. The M44 was designed by the Soviets to address the specific need for a battle rifle suitable for close-quarters urban fighting during WWII, and was meant to be usable indoors. The disadvantage is that the M44 is that it's bolt-action, so you'd better make your shot count, and have some cover (or at least concealment) while you cycle rounds, or be really fast with the bolt. Alternatively, you could get an SVT40, which is a semi-auto 7.62x54R rifle - it looks like a cross between a Mosin-Nagant M38 and an SKS. It's also about 10 times as expensive. Or, ya know... any carbine type semiauto 30-06 would do.
