Here are the current bills and what's up with them. AFAIK there is no bill to combine the 2 and if their was it would imho be fought hard.

HB158 (Taylor) Relating to the designation on a person's driver's license or commercial driver's license that the person is licensed to carry a concealed handgun.
Impact: Gives CHL holders the option to have their status as a CHL holder added to their Texas Driver's License, for a fee.
Status: Hearing: Homeland Security & Public Safety 2/28/13; left pending.
Position on Bill: Support with amendments - Nice option, but implementation could be problematic.

If it is an option, I guess it's OK. If it's the default, then I would fight it like crazy. No way I want to reveal my status to every person who asks to see my ID in a store. I have, a very few times, used my CHL as a secondary photo ID (while setting up a bank account, or something like that), but the decision is then mine to show it or not show it. But I just paid for a new TV at Sears yesterday afternoon, and I wrote a check for it. The salesman wanted to see my ID to verify that the check was mine....a legitimate request. But I don't want to show him my CHL either. It's a one time transaction, and I'll likely never see the guy again. What's advantage would there be in combining such information?
Yeah, it would be a bit more convenient to carry one document rather than two, but the downside of revealing one's CHL status more than makes up for such convenience...
Then again, perhaps our CHL badge/sash/tiara crowd may find such a document delightful!

If a LEO runs your DL number and you have a CHL it will show up. I know cause a buddy who has a CHL was pulled over for speeding, he was not carrying so he just showed the LEO his DL. The LEO came back and asked him why he did not give him his CHL license.

If you're not carrying, you're not required to show your CHL, but some folks show both even when not carrying to avoid any problems with the few misinformed LEO's out there.

This is what happened to my friend, the cop thought that if you have a CHL then you must show it regardless if you are carrying. I would always show both to LEO even if I wasn't carrying. Most of the people I know who already have their CHL say LEO encounters usually go better now that they present their CHL than before they obtained it. If LEOs are smart, they should know that statistically, a person with a CHL is much less likely to do them harm than the general public.

LEO's ARE generally quite smart, but certainly a few are misinformed.
