Student Loan Rehabilitation Program and CHL?

I am currently enrolled in the Student Loan Rehabilitation Program, in short it basically removes the default status off my student loans, reading the handbook and laws im a bit confused, i see in one area of you are in default u can't get the license, in another area I read if you are in default by a court order you are restricted, either way im making an effort to pay, will i be declined the CHL because of this

also as a juvenile I was on deferred probation for an act that would have been considered a felony as an adult, its been over 10 years, is this also a hitch that would bar me from obtaining my license

IANAL but it is my understanding that if you are on a government approved payment plan you will be okay.

You need to disclose this conviction on the application and provide supporting documentation along with the application.

Here is the important part from the application:
I understand that I must submit certified copies of all judgments and charging instruments from the courts or a record search indicating no
record was found, for each Criminal History item listed above. Failure to report an arrest or conviction may result in denial or revocation of a
license based solely on the material misstatement of fact in this application.
also:
Indicate all criminal history information, regardless of the amount of time that has passed or in which state the offense occurred. Include juvenile cases,
any assaults of any level and disposition in court, all charges that were dismissed, deferred adjudications and all pending charges, whether or not you
believe these are disqualifying.

Kool, as far as I can remember I was never convicted as a juvenile, as it was deferred ... however I know the laws read a deferred probation sentence even as a minor is admission of guilt according to the CHL laws, so I guess ill have to find out how to view sealed records and get a certified copy of the disposition from the court house

Not 100% sure that is correct. GC §411.172 used to have (12) as 'has not been finally determined to be in default on a loan made under Chapter 57, Education Code. Even though that section was removed in 2009, (11) is 'has not been finally determined to be delinquent in the payment of a tax or other money collected by the comptroller, the tax collector of a political subdivision of the state, or any agency or subdivision of the state', so if the loan is a state loan and is delinquent, then it may be considered a disqualifier.
