golferced, I think this may help.
GC §411.172. ELIGIBILITY. (a) A person is eligible for a license to carry a concealed handgun if the person: .......
(10) has not been finally determined to be delinquent in making a child support payment administered or collected by the attorney general;
(11) has not been finally determined to be delinquent in the payment of a t ax or other money collected by the comptroller, the tax collector of a political subdivision of the state, or any agency or subdivision of the state;

By my understanding only state taxes, penalties or fees count. But I can promise you that if the Fed/Gov. passes a national reciprocity law it will most certainly include federal taxes as a condition to keep your government permission to carry. Maybe not at first, but eventually it will. You can take that to the bank!
Anyone that doubts this need look no further than the state law.

online app 10/26
all documents mailed 11/16

sent docs again via email in December.

"License Status: Application processed online. Concealed Handgun Licensing is waiting on the receipt of required materials. Once the application and materials have been received by Concealed Handgun Licensing and processing has begun, a more detailed status will appear on this page."

Just got off phone with them and they said "we received the emailed documents and everything is fine, it just takes about 2 1/2 months." "You should be seeing updates around 1st week of February." Then, came back and said we would normally see the mailed docs before the emailed docs, so apparently they still haven't "seen" the mailed docs?

Made it to the end!

Application, fingerprints, and tests submitted 11/13/13 via email.

First update 1/20/14. Showed manufacturing.
Second update 1/22/14. Showed mailed.
Received plastic 1/24/14. (I'm in Austin so short trip for the mailman through the ice today. State offices were closed here in Austin, so it might slow the rest of y'all down by just one more day.)

Thanks gentlemen. I'll be waiting for you at Walmart. Won't be long for you....

"Mailed" does not mean the envelope was stamped and handed to the mailman. ;-) The status means it has been readied for pickup by the mail room. All mail at DPS headquarters goes out through the mailroom. It can take a few days to get out in the USPS system.
