I don't disagree. And I wouldn't call it 'free' legal representation. The LEO works for the city/county/state and the 'company' will provide him legal representation as far as the job goes. If the LEO is sued later for a civil suit the agency may or may not provide legal representation at no cost to him/her. Same with me if I have an issue at work and the company is sued.

I don't know what the usual procedure is, but in the Waller case, it wasn't the city/county/state providing the officer's legal counsel, it was a CLEAT attorney who was notified, and was "on the scene within minutes" to advise the officers according to CLEAT's own statement. I don't know whether they were called by the officers themselves, or by someone with the FWPD. Either way, my point was that, the officers involved received legal counsel, on the scene, within minutes of the shooting, before they made any official statement about what happened, while the crime scene investigation was just beginning. That, by itself, is a HUGE difference that would not be accorded to the average citizen, under those circumstances.
