Carrying in a college parking lot?

I have found similar answers to this question but many questions ask about school sporting events, not actual class time. Anyways, my question is; Am I allowed to leave my handgun locked securely in my vehicle while I am attending class? I am fully aware that carrying in buildings is a big no-no


This is what I have researched,

SB 1907 - College Vehicle Storage: by state Senator Glenn Hegar (R-Katy) and state Representative Tim Kleinschmidt (R-Lexington) prohibits public and private colleges and universities from adopting administrative rules banning the possession, transportation and storage of lawfully-owned firearms and ammunition in private motor vehicles by students and visitors with Concealed Handgun Licenses (CHLs). This is NOT to be confused with “campus carry” which did not pass. You are still not permitted carry your handgun into buildings/activities sponsored by the school.

The reason for this question is because there are signs posted in the front of the parking lot saying "Weapons are prohibited" but I'm having a hard time distinguishing if it is just a gun buster sign since it does not say 30-06 and anything could be a weapon if used incorrectly or as it is unintended.

If you are a student or faculty/staff and have a CHL, you can have your handgun locked in your car in the parking lot.

AMMUNITION BY LICENSE HOLDERS IN PRIVATE VEHICLES ON CERTAIN
CAMPUSES. (a) For purposes of this section:
(1) "Campus" means all land and buildings owned or
leased by an institution of higher education or private or
independent institution of higher education.
(2) "Institution of higher education" and "private or
independent institution of higher education" have the meanings
assigned by Section 61.003, Education Code.
(b) An institution of higher education or private or
independent institution of higher education in this state may not
adopt or enforce any rule, regulation, or other provision or take
any other action, including posting notice under Section 30.06,
Penal Code, prohibiting or placing restrictions on the storage or
transportation of a firearm or ammunition in a locked, privately
owned or leased motor vehicle by a person, including a student
enrolled at that institution, who holds a license to carry a
concealed handgun under this subchapter and lawfully possesses the
firearm or ammunition:
(1) on a street or driveway located on the campus of
the institution; or
(2) in a parking lot, parking garage, or other parking
area located on the campus of the institution.
SECTION 2. This Act takes effect September 1, 2013.

What if you are a visitor a College student's dad asks?

You can have it locked in your car if you hold a chl. Make sure it doesn't get stolen

This is all true, BUT............... I believe there is no punishment for a college who does punish a student. I know of at least one major Texas University that has in their handbook that any student caught with a gun anywhere on campus will be immediately expelled with no hope of getting back in. It would then be up to the student to lawyer up. That would be a tough blow to a graduating Senior. (being assaulted, murdered or raped would be tough too) If you are not a student having to live with the schools handbook, then lock it in your car and keep it concealed. If you are a student, then you have to weigh everything and make a decision.

Once again we appear to be back to laws on the books with no teeth....much the same as governmental entities posting 30.06 on gov't property or buildings, even those that are not statutorily off-limits. Not supposed to do it, but they do so with impunity.

It was not unlawful to have the gun in your car on a college parking lot either with or without a CHL. This past legislative session the bill discussed elsewhere in this thread was passed.

Here's the difference. Parking lots are not "premises", so anybody (visitor) could legally lock up their weapon in their car. However, prior to SB 1907, a school could make regulations prohibiting students and faculty from keeping weapons locked in the car. So you could be subject to private rules violations even though you were not breaking the law. SB 1907 now keeps universities from enforcing those rules for CHLers. Doesn't keep them from trying however. Since these are just rules, there is nothing they can do to prevent a visitor from lawfully keeping a handgun in ther vehicle in the parking lot.

Much to my private university's credit, they changed their HR policy afer SB 1907 in favor of CHLers.
