APD never started a pursuit until he started running people over... then there is no reason to not chase him since he was a dangerous violent fleeing felon that was injuring normal peeps. Prior to that he had stopped, evaded and the officer was still trying to catch back up. Of course the APD haters in the Statesman are not smart enough to get that.
