I thought it was long settled that taking pictures of "public servants" was allowed.

I believe that in Texas as long as one party knows it is legal.

If the police did nothing wrong, they should have nothing to be afraid of.

Not the same at all. The police officer is performing a public duty, paid by public money, backed up by qualified immunity and public power. He is not acting as a private individual, and there is certainly a public interest in keeping tabs on his activity. For cryin' out loud, don't police have enough trouble explaining the unpleasant stuff they actually need to do, without going out and doing unjustifiably dumb stuff as well?
