OK got it. I was trying to avoid doing it in two trips.
Seems as though they have a link for out of state DLs now (I didn't see it yesterday):

Not trying to sound harsh or critical, but if you will calm down just a bit and listening to everything Crossfire Training tells you I bet you will find in a lot more simple than you are reading online. Well, as it turns out I was able to use the online app, and was able to submit the application.
I just had to use a different web browser, because the one I was using was not compatible.

Just a FYI, Google Chrome tends to NOT work with the CHL online application.
Safari, Firefox or IE seems to work better.
