Another mass shooting, this time in the Czech Republic eight people are dead. Apparently not related to radical Islamic terrorism.
In case your wondering, yes, guns are heavily regulated in the Czech Republic. It is considered a restrictive country as far as guns are concerned.

Gun laws there are more restrictive compared to many US states, but they're better than many other places in the US. They have shall issue CCW and no magazine restrictions, for starters.

I didn't get shall issue here. Maybe I need to research further.
Generally when you have to have a license to possess a gun and you must show a need, then a lot of times it is not shall issue.

Well this says if you say you need the gun for protection they will give you a license after a test which includes field stripping the weapon.
