@ a University:

The handgun cannot be in a car in the parking lot of a University, correct?

So, if traveling out of town to a university, the handgun needs to stay at home?

Not correct.

A handgun cannot be inside any building.
Sec. 46.03. PLACES WEAPONS PROHIBITED. (a) A person commits an offense if the person intentionally, knowingly, or recklessly possesses or goes with a firearm, illegal knife, club, or prohibited weapon listed in Section 46.05(a):
(1) on the physical premises of a school or educational institution, . . .
Sec. 46.035(f)(3) “Premises” means a building or a portion of a building. The term does not include any public or private driveway, street, sidewalk or walkway, parking lot, parking garage, or other parking area.
Having one in a car is not a crime. It may violate university policy (depending on the university) and thus have some type of student discipline attached, but it is not a criminal offense. The only theoretical exception would be if it is a private university that actually posted entrances to the parking lot itself with 30.06 signage, but I have never heard of that actually happening. Note that a public university cannot post 30.06 and have it mean anything.

So when I'm at TCU later today, I can CHL as long as I stay out of buildings?
(is TCU posted? I don't recall from my last visit (football game, so, off limits). TX3006 has no hits.)

As long as you stay out of all university buildings, you can carry on public or private driveway, street, sidewalk or walkway, parking lot, parking garage, or other parking area of a university. Carry is only prohibited on the premises, and these areas are not qualified as premises. Only buildings are considered premises for the purposes of this section.

Also, you cannot attend any school sponsored function even if it is outside of a building (meeting, intramurals, etc.)

I work at a private university. The law prohibits them from making a rule to not allow me to keep my piece locked in my car in their parking lots.
