My friend from Ohio is on Work assignment here in Texas, He asked me if he could get a CHL in Texas... I said I know the states recognize each others CHL,.. But I don't know if you can get a Texas CHL with a Ohio Drivers License...?
Though,... I did have a New Hampshire CHL, as a Texas Resident, that was active with a Texas DL,.. When my Texas CHL Ran Out.
To get a Texas CHL, you must take a CHL course, IN Texas, taught by a certified CHL instructor. There is no legal way to get a Texas CHL without taking the course in Texas, from a Texas CHL instructor.
You need not be a Texas resident - like the other reply stated.

snoose27, I see it is your first post, so WELCOME!.
He can get a license in Texas so long as he takes the training in Texas. If he is working here, that can be a good choice.
However, if he already has an Ohio CHL, a faster and cheaper alternative would be to get an AZ or VA non-resident license. Both will accept Ohio training and issue the AZ or VA non-resident license through the mail with no further fuss or muss. Both AZ and VA non-resident licenses are accepted in Texas.
If he does not have an Ohio CHL, then he would be required to complete training. The VA license training can be done online. The Texas training must be done in person, in Texas. It is his choice.
Personally, when I started working in Texas, I had an Ohio CHL and a PA non-resident license so I was carrying immediately in Texas using the PA license. I took the training in Texas within about 30 days and got the Texas non-resident license. When I moved here, the change of address converted it to a Texas resident CHL.
