If a person is a retired LEO from Buffalo New York,can he conceal carry in Texas without a CHL from Texas?

If you've got a NY CHL you're good here.

As a side note, went to college in your neighborhood - Canisius.

All he has iS a card that says that he is retired from the Sheriff's Dept

He must have met requirements in the past 12 months showing proficiency of firearm usage as determined by the agency he retired from.
