The off duty or plainclothes officer will be identifying themselves as police officers and showing badges, real badges. An officer responding to a man with a gun call do not want CHL's involved unless your life is in immediate danger. Once the cops show up stay down, keep the gun holstered and pray.
The cops don't want someone untrained dealing with an active shooter, on drugs in a crowded store. While you want to protect yourself and your family let them do everything else. If the shooter places you or your family in danger take action you feel is appropriate. If you shoot immediately place your weapon on the floor at your feet, raise your hands high, and prepare to be handcuffed until the LEO's sort the mess out.
IF I do anything it will be to use my LEO training, and SWAT training to remove my family from the store and provide intel to responding officers. In this situation my only priority is the safety of MY family. If alone I will maintain cover and concealment and provide intel to responding officers via cell phone unless I have the shot without endangering innocent bystanders.
