Hope the permit holder has a good lawyer and preferably carry insurance.
Sounds like there were more than just 2 gangsters in the establishment if another took one handgun and stashed it across the street.
One piece of advice I got from Mas Ayoob is that it is important to have training on pre-attack indicators and be able to articulate why the threat is legitimate. Being able to show you have had that training is an asset in situations like this. It establishes why you took the actions you did.
i.e. I was in a corner market and 3 known gangsters came in. One with a pistol in his waistband was blocking my exit and the others moved aggressively towards the cash register. I saw all the signs of a takeover armed robbery in progress and I feared for my life...
I don't know that that is exactly what happened, but that is one possible explanation for the permit holder's action.

This is the correct answer. In any self defense shooting, always get a lawyer before saying anything to the police. One could inadvertently say something that seems perfectly innocent to the defender but can be twisted by an aggressive DA. Shooting a person, even in self defense, can become a very expensive situation. In 1996, a self defense shooting cost me 17,000.00. That was a lot of change in 96. Ended up no billed as self defense, thank god. This feller may be in trouble because of the state he lives in but that video looks real bad for him. We have open carry here in Texas. Simply seeing a person with a gun on them is not justification for using deadly force.

This situation was stacked against the permit holder before he pulled the trigger. Larry Krasner is a heavily Soros supported DA and it would be unreasonable to expect him to come down on the side of self-defense. That two juveniles with extensive criminal records were walking around with visible handguns tells us all that we need to know about the atmosphere in this part of Philadelphia. It was bad when I worked in that city 50 years ago and I'm sure that it hasn't improved.
Pennsylvania does not have a requirement to retreat before using deadly force but that would have been a wiser choice in this case or so it appears. I have OC in Pennsylvania (I had a non-res permit) while working on a grave of relative in a cemetery in a different city. My plan was to try to keep the local hoodlums in that area at bay long enough for me to get the work done. Thanks to the Democratic policies, there are parts of most of the cities in that State that are completely lawless.

How bad is Pittsburg? My darned daughter told me today her and my grand daughter were planning to go there for some kind of book writers convention next year.
