Concealed Carry on Campus: Is it going to happen this year?

Post by oldtexan »

The two bills that would allow Texas CHL holders to carry in buildings on Texas higher education campuses (House Bill 1893 and Senate Bill 1164) are still working their way through the legislative process in their respective houses. My understanding is that HB1893 is now in the House Calendars Committee and that SB1164 is still in the Senate State Affairs Committee. I'm trying to get a sense from folks familiar with this process of how likely we are to see this become law.

It appears that for for HB1893/SB1164 to become law, all the following must happen prior to the House and Senate adjourning (in IIRC, about three weeks from now):

HB1893: The House Calendars Committee must schedule the bill for consideration by the full House, the bill must receive a second reading and a third reading, the bill must actually come up for a vote, and then receive a majority of votes.

SB 1164 must undergo hearings in the Senate State Affairs Committee, and receive a favorable majority vote in that committee. Once that happens, the body in the Senate that decides what bills come to the floor must schedule the bill for consideration by the full Senate. Then deliberation, a vote, etc just like in the House.

Then if there are amendments approved to either bill, a conference committee must iron out those differences between the two houses, and the conference bill then must recieve a favorable vote in both houses.

And of course, then Gov Perry must sign the bill, or simply let it become law without his signature. But this need not happen prior to the end of the legislative session.

Does anyone here have an informed sense of how likely it is that all this can happen prior to the end of this session, which happens, if I'm not mistaken, on May 31st?
