I last renewed my CHL in 2006 - took the renewal classroom training and handgun proficiency shooting test, submitted paperwork (forms, pictures, fingerprints, etc.) and payment, and received my renewed license well in advance of my CHL expiration date.
It's time to start the process again, and it appears the rules have changed. As best I can determine from reading the 2009/2010 regulations and reading on this forum, I do not have to take the CHL instruction course nor the handgun proficiency test for this upcoming renewal since this will be my 4th renewal and since I took the formal training/tests for my previous renewal 5 years ago. It also appears that I don't have to resubmit fingerprints or pictures.
All I have to do is complete the on-line documents (when they become available to me) and pay my fee by credit card.
Is my understanding correct?

You are correct about the prints/photos.
I believe DPS will send notification if you aren't required to take the classroom portion.

You are correct, so long as you have never let your CHL lapse. You are also correct about not having to submit fingerprints or photos, but this applies to all renewals and has nothing to do with the 10 year rule.
Unfortunately, DPS is not yet notifying people who are eligible to skip the renewal class. This should change in the not to distant future.
All this said, you should consider taking the class. Going 10 years without a class means there will have been 5 legislative sessions during which significant changes in the law could have occurred and you likely won't be aware of those changes. For example, people renewing now may not be aware of the provisions of the so-called "Castle Doctrine" in Texas. Of course, if you follow the TexasCHLforum then you'll be kept up to date on the law

Speaking of which, a) the October seminar was WONDERFUL (just in case you haven't heard that enough already), and b) when's the next one? I now understand why people come back for repeat performances (and I do mean performances). Even better, my (non-CHL) wife was so impressed w. my review that she might deign to come & be educated as well.Charles L.
