My syl cannot rack the slide on any of our pistols, so, I am curious what your mom is carrying?
There was a Beretta .380 that did not require racking the slide at all. It has a tip up barrel so that the first round is loaded directly into the open chamber.

My brother bought my SIL one due to her rheumatoid arthritis.
These are available on the used market, but will be relatively expensive. One sold on GunsAmerica for $750. Another on Gunbroker had a reserve not met with a $500 bid.
Back on topic: Back in the 70's, I worked in the ID division of HPD. One gets very practiced at rolling prints, including all manner of oddities and deformities, but you always get something. We took the mug shots, rolled the prints, then went outside and classified the print card and performed the records search. AFIS, ha!! I guess manually classifying is a lost art these days. During each of my four CHL classes, I felt the urge to instruct the person rolling the prints.
Still, we didn't have to satisfy a remote agency. If there was a problem, we spotted it immediately and either got a better print or made the notations.
