I received a notice in my e-mail from TSRA announcing Utah is moving to change the requirements for out of state issuance of their CC license.
A bill to require out of state applicants to already hold a license in their home states when applying has received overwhelming support and is expected to pass.
I did not see this posted elsewhere so if it is already running, mods are welcome to move or delete.

I also think there's a proposed bill in either the Texas House or Senate that would effectively close the "loophole" allowing Texas citizens to get Utah CHLs. IIRC, it would require Texas residents to hold Texas CHLs if they want to carry. Charles has this listed as a "bad bill" on the TFC web site but I haven't read it in its entirety so I'm unsure of the details or other provisions that would make this "bad".

Hopefully any state considering this kind of restriction will also include a provision for exempting people who live in a state that is not "shall issue".
As someone who has moved frequently, I can tell you first hand that it's a pain to take the "new CHL" class each time you move to a new state... So just for that reason alone, I'm against any law that would restrict (or not recognize) my out-of-state CHL while I'm living in TX...
I'd also like to see reciprocity extended to CHL, just like a driving license. If I show up at DMV to swap my DL and no testing is required, why not also let me read the TX laws and take the written part of the CHL test without spending an extra $100 or so to take yet another "first timers" class..??

The only thing that bothers me about these moves is what about states that go to Constitutional carry?
Defintely something to consider if the CC push gains traction here in Tejas. Keeping the option alive of getting a CHL for reciprocity in other states seems like a good idea.
