IOWA - SHALL ISSUE Law Effective 1-1-2011

This link: http://www.dps.state.ia.us/asd/SF2379_FAQ.pdf is a FAQ for Iowa's New Shall Issue Law - SF2379.

It says "Iowa will honor any valid carry permit issued by any other state and will grant all privileges to such permit holders as those granted to Iowa residents including the concealed or open carrying of a firearm".

It also says:
QUESTION: My state requires a reciprocity agreement before it can recognize an out-of-state permit. Will Iowa enter into such a reciprocity agreement?
ANSWER: No. Iowa law does not provide for entering into reciprocity agreements with states that require them. Iowa will honor any valid permit issued in any other state.

It's unclear how or if Texas will need to execute a Reciprocity Agreement to indicate "bilateral" reciprocity (currently Iowa is a "unilateral" state).

If Iowa recognizes ANY states valid gun license/permit and Texas has a unilateral recognition of Iowa gun permits, then in effect you have a de facto reciprocity agreement, or is there something I am missing?

Agreed. Don't think you're missing anything. Gov. Perry issued a Proclamation April 14, 2005 recognizing a unilateral agreement with Iowa. Even with bilateral states, the Govenor, Attorney General or DPS will typically issue some type of announcement. It should be OK to carry in Iowa without this type of announcement/document. It will be interesting to see how long it takes Texas to update their information.
