I don't know who was complaining. The Stanislaus National Forest area is huge.
This seems to be the fate of ranges that are not strictly managed by owners or full-time employees.

I moved to texas from southern California in 2005. When I left it was a joke when it came to gun laws. California looks for any exuse to try and restrict firearms in the state. I know several of the state owned out door ranges are now closed at all times with signs stateing "temparerly closed for maintance" they have no buildings, not even for restrooms. All they have is high dirt piles

I have been to the Stanislaus National Forest. There is a portion near one of the entrances that has many cabins with "backyards" adjoining the forest boundary. Some of them consider the forest to be an extension of their land for their personal use. It's been a long time since I shot in the National Forests in California, but it used to be that you could pretty much pull over a shoot anywhere that was far enough from the road and was safe. Except for during deer season you could go out camping for a week and not see anyone. The main problem with the National Forests in California is that the land is so rugged that sometimes it was hard to find an area that was flat enough to set up a camp. Most of the best and accessible public land in California is in the National Park or California State Park system where shooting is not allowed.

This is a perennial problem.
