I was just tellin niece about visiting United supermarkets when in Lubbock recently.
I saw "blue signs" with no blue on them.
The unlicensed/blue sign wording, new script font at top, block letters the rest, issued by TABC,
but no blue strip, no blue at all.

United sells food mainly, so you know it would be a blue sign, I don't bother looking at grocery stores any more as I know what the sign would be or is.. but I did notice the lack of blue when showing my uncle.

If they are not displaying it, then contact the local TABC office and they will make sure to get them to correct the issue.

This is not a problem. The blue is not legally required and a store may put up its own signs instead of the ones TABC issues, if they have the same wording and are at least as readable, noticeable, etc. The red 51 is specified in law, but not the blue or the color of the rest of the sign.

And if placed in sunlight, the red 51% part can fade out.

Right. Grocery, liquor and convenience stores stores sell for off premises consumption so they can't be 51%.
When in doubt
