IHMO they weren't to bright to have it in the first place. So I wouldn't be surprised to see someone claim it. I wonder if the police will make them describe the container to make sure it was theirs.

In a universe far, far away... I worked for the Fort Worth PD as an operator in the Police Information Center (wants/warrants/NCIC stuff, etc.). One of our officers related a similar story of a found handbag at a movie theatre... with a panic'ed young lady rushing back into the theatre to claim said purse. But, before he could return it to her, she had to identify some of the contents...

Coin purse... check

ID and credit cards... check

Baggie of Mary Jane.... Uh, that's not my purse, officer! Thank you anyway...

Needless to say... she took a ride.
