I'm assuming this would have been a good shoot in Texas given that it was a robbery and involved disparity of force. And I would have been most pleased if all 3 threats had been stopped for good.

Consider a few things; The vendor is obviously not anglo. Probably Hispanic, but could have been some other nationality. Hispanics in this case are not likely to call or complain to the police. He just wants to be left alone to sell his ice cream. His self defense is pretty weak. He is seen as an easy victim.
I work with a lot of these people. They are pretty non-violent. The most he may even consider carrying is pepper spray. If he were to go this route, and spray this group, he is probably well aware he cannot sell in this complex again. The likelihood of retaliation is just too high.
I read the comments attached to this video, and I also find it sad the number of people who see a Hispanic male selling ice cream from a push cart and they instantly assume he is an illegal.
