Take the course at 20 and wait till 21?

Can someone who is 20, and will turn 21 January 2017, take the CHL course in March 2016, hold the CHL100 and submit their application when they turn 21?
Or do they have to wait till 21 to test, or nearer to turning 21?

Yes. See FAQ 13 here http://www.txdps.state.tx.us/rsd/chl/faqs/index.htm

The initial CHL-100 is good for 2 years.

I had a 20 year old student on Saturday. The only real question in his case is whether he will have to wait until he turns 21, or if he will be active duty military in time to submit it while he is still 20. He's currently in the Corps at A&M.
