Blind people who shoot

This topic came up in another thread and I didn't want to contribute to thread drift.

A North Dakota man who is completely blind obtained a concealed weapon permit several years ago. He was in the news recently, complaining when the state removed the shooting proficiency test from the requirements. (Many states that have some form of concealed carry license do not have proficiency tests.)

Though completely unrelated, I read in the Galveston paper that a blind man was walking at night not far from my house when someone demanded money. The blind man brandished a pistol and the robber fled. The article did not way whether the blind man had a CHL, but he was not arrested.

One other point: "Legally blind" does not mean that a person cannot see at all. The person may be still be able to distinguish light and dark or see outlines in his peripheral vision.

I believe in Texas Legally Blind means corrected vision is no better than 20/200 in the better eye.

I had a friend in High School 3 years ago that was legally blind, he could read 1/2" print with his face 6 inches from the paper, while wearing a serious pair of "Fishbowl glasses"
