This is not necessarily the guy who will have the EPA, it's the guy in charge of the team to find a guy to head to EPA as well as set it's policies. He may very well end up as head of the EPA though.

Ben Carson has stated that he will not accept a Cabinet position from Trump. He feels, "he couldn't run an entire agency with his lack of government experience". He did say, however, that he would accept an advisory role.
At least he knows his limits, and that is very respectable.
