The California Roster of Certified handguns doesn't prohibit one from possessing a handgun not on the list. It essentially prohibits commercial sales of non-approved handguns. One can still purchase an "unsafe handgun" via a private purchase. Washington DC conveniently adopted this list after the Heller decision.
