I noticed that several of those fellers were carrying with an empty magazine in the gun. I would carry with no magazine in the gun so I could load a full mag quicker.

The California Roster of Certified handguns doesn't prohibit one from possessing a handgun not on the list. It essentially prohibits commercial sales of non-approved handguns. One can still purchase an "unsafe handgun" via a private purchase. Washington DC conveniently adopted this list after the Heller decision. Yet another reason I'm glad to be free of California. :grumble
