You're barking up the wrong tree. BATFE didn't make the rule. It's a law passed by Congress and signed by the President, long before most of us were born. It's true the law is blatantly unconstitutional. Not just the Second Amendment but the 10th Amendment too. It's also true no Congress since has had the integrity to repeal it.
Oh, don't worry, I've got plenty of bile for a spineless pack of Congressional types...but its the BATFE that INTERPRETS these laws...and says how and who they will enforce against and prosecute based on those interpretations. They could play that stuff a lot more straightforward (such as NOT sending someone to jail for 10 years for a semi-automatic rifle that malfunctioned deeming it an "unregistered machinegun")...but they don't. And I'm also certain the only reason they aren't more draconian than they are is a lack of resources holding them back.

That barrel is just a tube, in itself not tied to anything. However you can only put it on a receiver that has been approved by our masters at the BATFE. You can pay for 5 receivers if you want and move the barrel between them but not to your buddies 1200. The other members are dead on about the "constructive possession" garbage by the ATF but it is a one in a trillion chance they are coming by to randomly check your house. They usually make appointments to avoid missing you. I guess if you have flat washers and any metal piping then you are in constructive possession of a suppressor. I am not sure about your smith making the barrel but it wouldnt take him long and you could just stand there while he does it then he is never in possession of it alone. Same as the jeweler who engraved my SBR, I stood there and waited for it. The paperwork really is not that hard but the $200 flushed away is tough. I was told by The Arms Room that there is now a 6 month wait for stamps to be returned, I got my last one back in 90 days last summer. Apparently they have went down to one examiner for several states. I just mailed off an app for a YHM 5.56 can so I guess I can test that theory now!

If you plan on multiple stamps in the future you might want to see if your local PD can scan your prints into the computer then when you need a set they can print out the FD528 for you and you know it will be accepted.

Are you engraving as a hobby by hand or do you have special equipment?
