Yes, but you don't go and do simulated shooting situations everywhere else. LOL don't know who you are talking too, but trainees don't need ammo in their guns at the academy expect on the range. This keeps the accidents down.
Also, just an observation, but you are not even in the academy yet and complaining about a rule. You will find a lot of rules that you may or may not agree with. You need to approach this with an open mind and with the intent to do what you are directed to or you will not make it through the academy. You will have to put some things aside and do some things you may not like, so just expect it.
