C-Dub, RetNavy and Keith are correct per a previous thread
viewtopic.php?f=7&t=70871. It doesn't seem logical that a vendor or contractor can make an entire venue a 51%, but it is. Thus Van Cliburn, Bass Hall and Kimball Art Museum are 51% posted. That is the reason I say this must be one of the top priorities of the next legislative session.
My two cents worth:
* No government (city, county, state etc.) can have any premises posted 51%. They obviously are not in the beverage alcohol business (or shouldn't be).
* A business is not 51% unless total revenue of premises (or enclosed section thereof) is 51% or more alcohol sales. By having an enclosed section that still allows for bars inside other businesses like a hotel or a Bass Hall. Let them mark an area 51% (point of sale) but not the entire premises.
Obviously we need lawyers like Charles to lay this out in a way that would be able to make it out of committee and ultimate passage. Let's start by getting a new Speaker of the House.
