Yes, you don't pay for the tastings, so it is not sale for on premises consumption. Even grocery stores have on premises tastings. Different situation (and rules).

No, blue signs are for anyplace that sells alcoholic beverages. It may be on-premise or off-premise depending on the type of business.
Red signs are for businesses that earn 51% of their income from on-premised consumption of alcohol. That is usually going to be a bar.

Nope. It is a crime to consume alcoholic beverages on premises licensed for off premise sale. See Alcoholic Beverage Code Section 101.72. As an aside, note that the law that makes it illegal for you to consume is not altered by the law allowing tasting events. They can offer you the taste but you cannot have it. Our legislators do make mistakes some times when trying to bring the laws into modern times.

That's an interesting interpretation. IANAL, but I would argue that the permissible conduct of "samplings" implies legal consumption. Regardless, yours is an interpretation that will never be enforced.
