Agreed and they should, but that's not a 51% sign. 51% signs, both read and blue are only for consumption on premise.

I think you mean it's illegal for them to sell alcohol for on-premises consumption. Spec's often has wine & spirit tastings in-store.

Yes, you don't pay for the tastings, so it is not sale for on premises consumption. Even grocery stores have on premises tastings. Different situation (and rules).

Oh, and BTW, there's no such thing as a "blue" 51% sign.

No, blue signs are for anyplace that sells alcoholic beverages. That includes grocery stores, liquor stores and restaurants and now movie theater/brew pubs.
It may be on-premise or off-premise depending on the type of business.

Red signs are for businesses that earn 51% of their income from on-premised consumption of alcohol. That is usually going to be a bar.

Nope. It is a crime to consume alcoholic beverages on premises licensed for off premise sale. See Alcoholic Beverage Code Section 101.72. The sampling is allowed under section 26.08.

As an aside, note that the law that makes it illegal for you to consume is not altered by the law allowing tasting events. They can offer you the taste but you cannot have it. Our legislators do make mistakes some times when trying to bring the laws into modern times.

That's an interesting interpretation. IANAL, but I would argue that the permissible conduct of "samplings" implies legal consumption. Regardless, yours is an interpretation that will never be enforced.
