No hazmat fee but it does have to go UPS or similar.
I get ammo all the time UPS just marked with a sticker.
Powder and primers take a hazmat but not ammo.

Small arms ammunition, as defined in 49 C.F.R. § 173.59, will be transported only when packaged and labeled in compliance with 49 C.F.R. § 172 regarding hazardous materials shipments.
According to UPS, shipping ammunition is allowed, but there are some stipulations. The stipulations are not put in place by UPS, but instead, by the Department of Transportation.

This is the critical part to shipping ammunition. If it is 50 caliber or less, or 8 gauge or less, UPS will take the shipment in a sturdy box marked with a ORM-D, Cartridges, Small Arms label on the outside of the box. UPS does recommend using this label as opposed to a regular ORM-D label from our research and inquiries to UPS themselves. Part 172, subchapter E states the label should be affixed near the shipping address location on the package. By placing it here, the carrier will see it as they direct the package to the correct location during shipment.

The funny thing, as you see on your shipments if you get loaded ammo, is Natchezss.com, midwayusa.com etc do not use the cartridge sticker they us a plain ORM-D sticker.

United Parcel Service (UPS):
1. Pack ammo within a sturdy cardboard box, gross weight limit of 66 pounds.
2. Print ORM-D label, cut out and tape to a least one side of box.
3. Take package to a UPS Customer Center only - NOT at Drop-Off Box, The UPS Store, Mail Boxes etc., Sonic. Might be a good idea to have the UPS Hazardous Material Support Center number with you -- 800-554-9964. Varied success with UPS pick-up at your location.
